Ignorance of the Law is No Excuse
Displaying A Lack of understanding the legal codes and process.
They did not need a resolution,
They did not even require a vote.
All they needed to do was give the request to the Planning Commission, in fact I think it could have gone directly to planning commission without the Board, that is their job.
Essentially they were set up to take a vote on a resolution to hand something over to the planning commission.
